Out of the two posted, I also prefer the first design.
And for cost effectiveness I would keep the cost around $15 max. Anything over $20 is probably not advisable.

Ok, Juggler wins the contest, now which of his designs place first, second and third?
I like them all. I don't like the wood for the first one, but like you said the material can be changed. I think you'd have to do some experimenting to have it work for both the closed and open mazes, but you could achieve that by having a different angle on each end to help get the balance right with the CoG in different places.
The second one has potential, but I wouldn't vote for it quite as it is.
The third is great for showing just how simple it could be. Make the individual one round, and maybe a bit higher and they'd be quite reasonable. Make them as tall as an opened shaft and the same stand could hold the maze opened or closed.

Throwing my hat into the ring. It took me about 3 weeks to make this one. It is the barebone model, although it can be upgraded for about $0.002/add-on (max ~200). It's also recyclable! Think Green

Here’s what I got. I like hexagons, they are versatile. The upper left is the stand design. Similar to what we have now. The lower right is 5 of them put together for the standard. Above that is a front view with risers placed under the back row to allow all to be well seen. The left picture shows how more (or less) could be combined to suit ANYONES needs. If this design was selected all stands and risers would be purchased separately.

Here is a model I had posted earlier. Is the competition on again?! Sawweeet.
Here are a list of features thus far:
1. Modular (fits together left, right, top and bottom).
2. Can keep shaft and sleeve separate.
3. Can put on wall OR on shelf.
4. Holds certificate.
Just have to clean in up, make it to scale and do a material/cost analysis.

Juggler, your angled stand it awesome! If you can model it in such a way that it would balance without the base that would ideal. It makes it compact and has that impossible balancing/levitating look. Well done.
