I asked Chris about matching numbers for the Red and Orange and he replied that collectors they have reserved numbers for would get first choice for the special editions. So I went ahead and pre-ordered both of them :)

How exactly does the Collectors Edition work?

Since the collection is shipped essentially 'solved', will this mean that we have to wait until the contest is over before they ship? Will they ship as soon as the TI model is complete? I'm not trying to pin down an absolute time frame - more a relative one.

Spot on, as the webpage of the Collectors Edition states:
While we are running the competition, to enable enthusiasts who have registered their puzzles a chance to win a stake in the Prize Fund, we will be releasing the REVOMAZE Extreme Collectors Set shortly after the Series Code has been correctly identified.
