Team can mean many things. It's more a "team of skills" than a "team of people". If you do not have the required skillset, you don't have the necessary resources to put it together. Whether that skillset involves one person or more, really comes down to what resources are available.

However, I agree, something like this needs to be a solid demo early on - made by a handful of people showing proof of concept. This all fits under step one I listed earlier. :p
