That excerpt from the re-assembly instructions is talking about the holes in the drawbar, not the sleeve. The holes in the sleeve are at 180º because the maze pin hole is created by drilling through the other side of the sleeve. The extra hole is normally covered up nicely by the Revomaze logo, but on the Handmade Revomaze, you can see a plug for this hole.

As for why the draw holes are 172.8º apart, I really don't know. As far as I can tell, they could be separated by any angle, but I suspect that 180º was avoided so that there was a smaller chance of the draw pin falling into the extra drill hole when you're putting the puzzle back together.

The draw. Not the sleeve. The sleeve holes must be 180degrees. Otherwise it would not be possible to drill the holes for the maze pin.
The two draw holes, should be not directly opposite so the the draw hole does not aligne with the covered hole in the sleeve. Otherwise the maze pin might fall in the draw and the draw pin might fall in the opposite covered hole, blocking the the draw...
