In the T&Cs (at the moment) the only mention of the sleeve orientation is that the label must be facing upwards and the correct way around at both before and after the puzzle is opened. There is no mention of how it must be held while being opened other that it must always remain in view.
That said, Im sure I remember Chris mentioning that the competition ReVoMazes wont have a serial number on the shaft... so while it may help you now while your learning the maze, this method will have no benefit at the live event

Not really sure why you'd have to put it back in the stand in the face-up position. Not like you could swap it out or something with a pre solved one. Well maybe ReVoTester could with a little magic Guess it's to make sure when the judge looks at it there's no chance that something get's moved by accident during inspection.

its most certainly for the inspection process. as we know, the two divits have to line up to signify you have reached the end of the maze. this is clearly visible by the judge when the puzzle is placed in the rack with the label facing upright.
Also, according to bluesign2k's readings, the label does not have to be up at all times, however it does have to be visible at all times. i assume this to mean to you and the judge. in which case, the angle is not specific, but the label must stay relatively upwards throughout the competition.
Mind you i believe these rules are in place to ensure all puzzlers are competing in a "fair" tournament. however i believe these puzzles are meant to be opened in any way possible; as long as you are actually "solving" the puzzle. once open, hell practice, practice, practice!

I had a second revelation tonight when I went back to working with the Green, namely an open puzzle. YAY!
